The Local Government of Casiguran has partnered with Blue Water Consultancy, Training and Services for the updating of Comprehensive Land Use Plan and Zoning Ordinance and Crafting of the Comprehensive Development Plan for the Municipality of Casiguran Aurora.
According to the office of the Municipal Planning and Development Coordinator, the Comprehensive Land Use Plan (CLUP) of Casiguran, Aurora needs to be updated in order to respond to development trends, including tourism and recreation. The local government sees the urgency to respond to the need to identify land uses of the municipality amidst the expected increase in tourist arrivals and external investments. These trends are expected to impact the demand for land, not only for the construction of infrastructure, but also for increased agricultural production that will address the need for food security.

Moreover, MPDC believes that updating of the land use plan will ensure that development adopts a balanced approach, wherein the needs of the local stakeholders are primarily addressed despite of entry of new businesses and other economic activities. MPDC would also like to make sure that the outstanding natural resources of Casiguran are protected in the midst of various spatial development challenges.
